Brewing covers fermenting and mixing drinks, though the skill is still being fleshed out.
Brewer Gromni trains the skill in the Night Market in Night Harbor. A brewer stationed nearby presumably sells the tools needed and buys back excess brewing goods.
This tradeskill is currently not fully implemented in the game.
