Delugia Coldsong is a named mob in Evershade Weald, found at From the Kennel Lift, go down and then east past the ruins and across two bridges. Immediately turn left and go to the waterfall. Stand at the edge of the falls and right-click your Empowered Totem of Purging to summon her (she was stuck behind the wall/waterfall for me until I moved far enough to drag her out).
